Carper votes to reject California emissions waiver

Tom Carper long has staked out a pro-environment profile for himself in Congress, first in the House and now in eight years in the Senate. So why, you ask, did Carper, D-Del., cross over today and join 8 Republicans on the Senate Environment and Public Works Committee in voting against a bill that would overturn the EPA's rejection last year of a request by California and other states to adopt greenhouse gas controls for cars that would be tougher than national limits? The measure cleared committee in a 10-9 vote, but only because Sen. John Warner (R-Va.) joined Democrats to vote for it. Carper says he took a seemingly anti-environment position because he supports a national standard -- not a state-by-state set of rules -- on emissions that follows the bipartisan fuel economy agreement signed...
